The Latest Android Features That Will Reduce The Size of Unused Apps – The team at the Android Open Source Project are working on a feature called “hibernation”. This feature will reduce the footprint of program memory that is not used by Android phone users.
This hibernation feature is still in its initial stages of improvement. Chances are, it will be included in Android 12. There is no legal release date, but the Developer Preview of Android 11 is out in February 2022.

From the name of the feature, it seems that the program is not permanently deleted, but there may be steps to compress it to save space (along with regular cache cleaning). Note that this hibernation feature seems completely unrelated (except for the name) to the hibernation role peddled by some Xposed programs and modules, which pause program execution similar to the rest state on Android.
