Subsidized Electricity Saves Targeted at IDR 22 Trillion

Subsidized electricity saves a target of Rp 22 trillion. Director General of Electricity at the Ministry of Energy and Mineral Resources (ESDM), Rida Mulyana, explained that next year the government predicts savings of 22.12 trillion rupiah if electricity subsidies are targeted such as the Integrated Social Welfare Data (DTKS).

Subsidized electricity saves a target of Rp 22 trillion. According to Ridha, electricity subsidies are predicted to reach 61.6 trillion rupees in 2022. This calculation assumes an economic development of 5.7%, inflation of 3%, a replacement value of Rp. 14,450, and the price of Indonesian crude oil at USD 50 per barrel. However, the amount of this subsidy can still be reduced if the electricity subsidy is on target.

The subsidy is appropriate, because loyal household consumers with 450 volt amperes (VA) are re-sorted according to DTKS. Currently, about 58% of the total electricity subsidy is taken by loyal 450 VA consumers. In fact, not all loyal customers of 450 VA have entered DTKS. Only 9.3 million loyal customers were recorded on DTKS. “If you use DTKS, 15.2 million loyal consumers will need data.

Subsidized electricity saves approximately Rs 22.12 trillion, so the electricity subsidy is only Rp 39 trillion,” said Rida. Director General of Electricity, Ministry of Energy and Natural Resources (ESDM) Rida Mulyana. Rida added, the number of loyal customers of 15.2 million could still be different according to DTKS.

His faction is currently requesting the latest DTKS from the Ministry of Social Affairs. The faction then reconciled the data with PLN by conducting direct tests on the field.

Except for making sure the data is correct, his faction puts priority on publication before the targeted subsidy is applied. Another scenario planned by the government is electricity subsidies directly to residents.

Assuming there is no split between 450 VA loyal consumers, the number of loyal household consumers who receive subsidies is registered at around 32.5 million loyal consumers. The electricity subsidy for this loyal consumer reaches Rp. 47.06 trillion. With direct subsidies, the government will provide various resources directly to these loyal consumers.

“We are doing the second exercise because the direct subsidy is around Rp. 60 to 120,000 per loyal customer per month, so subsidies can be saved,” explained Rida. These subsidy savings are between Rs 6.13 to Rs 27.57 trillion, depending on the direct subsidy level. Cost Reconciliation Rida continued, the government was considering re-applying the cost reconciliation which had been stopped in 2022.

Currently, there are 13 groups of loyal consumers of unsubsidized electricity whose electricity costs should fluctuate depending on inflation, ICP (Indonesian Crude Price) and exchange rates.

However, this group of electricity costs has not been different since 2022, until the government paid compensation to PLN. “If in the third quarter of 2022 there are 13 lines and the costs are not the same because there will be compensation,” he said.
