The figure of Imu/Im might have the power of a devil fruit that can control seawater in the One Piece story. And this may also be the reason why later Imu could become the ruler of the world as it is today. Imu is the most mysterious character in the series, where there is almost no information about her character.
Im/Imu is the leader of the World Government which is the ruling organization in the world of One Piece.
